While it does look similar to the plieades, the plieades are blue because of light scattering off of dust. Here, the blue color is from gas.
It looks like a cluster with reflexion nebula "à la Pléiades"

I think it's probably nebulosity in an HII region. There are emission lines that fall in the blue filter, leading to haze w/ youngest stars.
I'm not sure what to make of the fuzz on the left side. Doesn't seem to be dragon's breath, but I could be wrong. Any thoughts?
